Government Communicating with Industry: It's Actually Okay and a Good Thing!

Government and Industry communications are often lacking effective engagement, despite circumstances that encourage them and regulations that actually require them. Mr. Brunner will weave in the regulations and processes, the Mythbusters series, and his experience with BEST PRACTICES.


About the Speaker:
Jeffrey R. Brunner, Consultant

Following a forty-one year career in Government contracting and acquisition education and training, Mr. Brunner is currently a consultant and most recently worked 2015-2017 as a Procurement and Contracting subject matter expert for enterprise-wide U. S. Coast Guard Business Process Engineering for its contracting processes and their interface with financial management and Government property systems. Some of Mr. Brunner’s varied experience is summarized below:

 

  • Senior Acquisition Advisor to the Chairman, Joint Chiefs of Staff, Suffolk, VA and Washington, DC; (2011-2015)
  • Contract and Acquisition Management Officer, U.S Joint Forces Command, Norfolk, VA ; (2005-2011)
  • Contracts Manager (N4), Naval Personnel Development Command, Norfolk, VA; (2003-2005)
  • Contracts Division Director, Fleet Logistics Center, Norfolk, VA: (2002-2003)
  • Associate Dean, Defense Acquisition University (DAU), Norfolk Campus, Norfolk,  VA and Other Sites; (2000-2002)

 

Collateral Experience: Following his arrival in Norfolk in 1982, Mr. Brunner was an adjunct instructor in the University of Virginia’s Certificate Program in Government Contracting 1983-1985, teaching a course in contract administration. This experience based on his degree in secondary education launched that aspect of his career where Mr. Brunner formally worked in acquisition and contract training but also developed in-house training programs for his customers and contracting staff.

Notably, while serving as Large Contracts Division Director for Naval Supply Center, Norfolk, Mr. Brunner was the subject matter expert assigned to a Navy training team that led to the establishment of the Navy Acquisition Management Training Office (NAMTO) for training Naval contracting professionals worldwide rather than on a standby basis at Army (ALMC) and Air Force (AFIT) schools. NAMTO subsequently became NCAT upon transfer to the Naval Postgraduate School, and DAU Norfolk Campus when all the Services acquisition schools were consolidated under the Defense Acquisition University.

Mr. Brunner is also qualified as an Expert Witness on Government contracting matters in the Federal courts. While testifying as a prosecution, and in one case, defense witness on various cases, he has also been used by the Naval Investigative Service to brief seated grand juries on Government contracting laws, regulations, and processes.

Education and Training: Mr. Brunner has a degree in Secondary Education from Shippensburg (PA) University. During his government tenure, he was Level III certified in Contracting and Level II certified in Program Management under the requirements of the Defense Acquisition Workforce Improvement Act (DAWIA).
